The Jay Treaty negotiated in 1794 was caused by the end of the American Revolutionary War, between the American patriots and the forces loyal to England. After the victory of the Americans, they asked help to England to repair the damage and the financial losses because of the war. In exchange, the Americans accepted to consider England as their first trading partner.

George Washington decided to send John Jay as the president of the Supreme Court, to Europe to take part in the writing of this treaty. He was considered a good negotiator. But, the agreement was not a real success for the Americans.
England agreed to call back the armies which were still occupying some forts in the Great Lakes region and sent money for traders from the American colonies who had lost a great deal of wealth and boats during the fighting.
But, they didn't agree to return their slaves to the southern colonies nor to allow American traders to sell their products in the Caribbean. They refused access to these Caribbean islands, so the North American colonies would not get rich or become too powerful.
