The difference in the voting processes established by the Articles of Confederation and the one used at the Constitutional Convention:

  • The voting process to change laws under the Articles of Confederation dispensed one vote per state, whereas, the voting process used at the constitutional convention dispensed one vote per representative and the 'ratification of the new constitution' by each of the existing state governments was supposed to be done by in order to implement the new Constitution.
  • The new Constitution could not be brought into force until the last state remaining ratified it.
