Article of Confederation was formed during the American Revolutionary War in 1777 to deal with urgent needs. Congress was given power to maintain the military forces and make treaties and alliances. However, the weakness of Congress soon realized when its inability to collect taxes exposes its difficult position to pay for regular army, enforce laws and the greater power of the states seemed to supersede that of Congress in many places. These reasons later led way to the Constitution of the United States where Congress and states were bound in a power-sharing relationship, which enforces more unity.
