The reason why is because it is talking about H.G Wells, not to entertain with a story about him, there's not a story about him, just facts about his life in the passage, so it's not the first option. It's not an excerpt of a novel, so it's not the third option, and it's not persuading readers to read science fiction. If it was, the whole of the paragraph would be more focused on science fiction, not H. G. Wells
