So the voting committee will gathered the local residents in one area , called their name, and they have to tell them which candidate that they vote

In the early days of our democracy, voting was done orally; the voter had to tell the voting committee the name of the candidate they were voting for. The vote was public leading to irregularities such as the pressure or recrimination that some employers exerted on American voters. As a result in the early 20th century, American population adopted the Australian ballot, better known as secret ballot nowadays.
