It should summarize the content and make the reader willing to read the paragraph.  A reader skimming your document/essay/whitepaper might choose to skim until he finds a topic sentence that interests him/her particularly  If the key point is buried in a mound of other text, then your document will likely fail to be convincing and informative.

In addition, many if not most writing manuals will suggest that you write the topic sentences first, and not expand them until you have written them all.  

So begin with a series of one-sentence paragraphs and then expand them as necessary for completeness.

To put it another way, the topic sentences, if your document indeed is separated into coherent paragraphs, are often the first thing that a reader reads, and only if the content is found interesting is the detailed document evaluated in depth.
