Famine was suppressed on minorities because of payment not being as high as higher ranking members of society. Housing areas had low quality of shelter, water, and waste disposal. Minorities were unable to vote, or participate in law reforms. Education was not given to them.

Also, culture and religion was a big part. Because of certain belief systems they were oppressed.
