Pressure from the civil rights groups led to the passage of Fair Employment Act, it is also known as Executive Order 8802. It was signed by President Franklin Roosevelt in 1941 and according to the provisions of the act Federal agencies could only sign contracts with the agencies that didn't discriminate among the people of different creed , colour and race. The act also set up the committee for investigating in the complaints of discrimination. Bayard Rutin and other African American activists had planned a march on Washington. They cancelled the march once the executive order was issued.
