Generally residents of one state tend to share the same political views. For example, California's majority population is said to be liberal. This being said the state of California will have a liberal outcome when it comes to elective decisions. However when you consider the whole country there is a large mix of liberals and conservatives, not to mention, neutrals. This leave much more leeway during elections for a different outcome almost every time.
