violations are weak civilian evaluation or when civilian agencies are not used
by the public and are attacked by police and armed forces. Bad leadership which fails to put a stop to
abuses. Ineffective solutions that do
not stop abuses but are blocked by corrupt police and lenient punishment where
cops get off easily.
