you see how many times the denominator goes into the numerator. For this it would be how many times does 4 fit into 9? the answer would be 2 remainder 1. so you write the mixed number as 2 1/4
So the 2 is the whole number, the 1 is the new numerator, and the 4 stays as the denominator.
