The most likely scenario is that the tigers will become extinct in the area. If the viable population is determined to be 16, but there's only 10 individuals left, then the chances are extremely high that the population of tigers will become extinct in that particular area. The reason for this is that there are not enough individuals that would produce healthy offspring, as the situation will be that they will all be closely related genetically because of interbreeding. When the interbreeding occurs, the majority of the offspring is either not fertile, or has physical of mental problems, thus not being able to survive. The only way to save the population from extinction would be the introduction of few more tigers into the area, if there are enough for such a thing to be performed of course.
