What is needed for an idea to be scientifically reliable?

In order for an idea to be considered scientifically-reliable it must be supported by evidence.  Furthermore, in order for an idea to be supported by evidence it must be testable; you must create and conduct an experiment that provides evidence that supports your idea. Other people should also be able to repeat your experiment and obtain similar results.
