The citizens would have to make the request to the State representative.
The reason why you would ask the state representative is because they're the ones that serve a specific district in the state. They make introduce and vote on bills that represent the interests of their constituents (the people that live in their district).
The local commissioner can't get the citizens request because they serve the legislative and executive duties, so they have other things to focus on than public transportation.
The U.S Senator can't get the citizens request because they have to work with the government with bigger problems in the state.
The state's governor can't get the citizens request because they have to deal with bigger topics for the state.

Actually, local commissioner is the answer.
Even though it's for the "state," it address's for their city. Anything that involves a city or town is a local issue.
