According to the people of the West, it should be the governments who should take charge and pay for the internal improvements in a nation. This came from an earlier way of thinking, when nations like the U.S were being formed as a new state, and leaders and citizens wondered whose responsibility it was to make sure that the internal situation regarding transportation, healthcare, infrastructure and communications was taken care of. Especially in the U.S, earlier leaders decided that the responsibility of internal improvements should not fall on individuals but should be given to the government.
