In order to say anything about the forces on the object, we really don't care whether it's moving upward or downward, because that doesn't tell us anything about the forces. We need to know whether it's accelerating upward or downward.
If the object is not accelerating up or down, then the vertical forces on it are balanced.
If the object is moving up and its speed is increasing, OR moving down and its speed is decreasing, then the vertical forces are unbalanced, and there is more force pushing it up than pulling it down.
If the object is moving up and its speed is decreasing, OR moving down and its speed is increasing, then the vertical forces are unbalanced, and there is more force pulling it down than pushing it up.
If the object is not turning left or right, then the horizontal forces on it are balanced.
