Necessary and Proper Clause. The Congress shall have Power To ...make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.
The Necessary & Proper Clause under the US Constitution gives the Congress power to make National Laws which are necessary or proper for carrying into "Execution” other federal powers.
- The Clause is also known as Elastic Clause due to the fact that its was provided to expand the powers of the Congress.
In conclusion, the Clause gives the Congress flexibility in making laws because there are need to create National law to monitor the other Federal powers, most especially under the Executives branch.
