For lines to be parallel, their slopes have to be the SAME.
For lines to be perpendicular, their slopes have to be the opposite/negative reciprocal (flipped sign and number)
For example:
slope is 2
perpendicular line's slope is -1/2
slope is -2/3
perpendicular line's slope is 3/2
y = mx + b
"m" is the slope
y = -1/5x + 6 The slope is -1/5
-2x + 10y = 5 Isolate "y", add 2x on both sides
10y = 5 + 2x Divide 10 on both sides
y = 1/2 + 1/5x The slope is 1/5
The lines are neither parallel or perpendicular, this is because the slopes are not the same, and the slopes are not negative reciprocals of each other.
