 The Territory of Missouri, to be admitted in the Union had to be a free state, so New York Representative James Tallmadge proposed in 1819 an amendment to the bill for Missouri's statehood with the purpose of no longer introducing slaves into the state and freeing the young slaves born in the state at the age of 25, what would eventually lead to the end of legal slavery.  

 The Senate did not approve the Tallmadge Amendment, later Maine entered as the free state "in place" of Missouri, to balance the proportions of free and slave states in the Union.
