Jefferson wished to ease party disputes, and he knew the Federalist employees were hard working, loyal citizens.
Jefferson enjoyed great popularity during his government and the Federalist party was in sharp decline. Jefferson decided to retain the positions of employees who were good workers regardless of their political affiliation.
Many Republicans criticized him harshly for not granting charges and privileges to members of his own party, but Jefferson remained true to his convictions.
Some Federals like John Quincy Adams will move to the Republican party and finally the Republicans managed to replace the Federal party and become the majority party for several years.
