Since the line is parallel to y = 3x + 7, the lines have the same slope. This means the point intercept of the parallel line is
y = 3x + b
As the new lines passes through (2, -4). substitute the x and y values of that point in the new equation:
(-4) = 3 (2) + b =>
-4 = 6 + b => (subtract 6 from each side)
-4 -6 = (-6 + 6) + b =>
-10 = 0 + b =>
b = -10
y = 3x -10 is the equation of the parallel line
