The difference between Responsibility and Duty is that, the first is what a citizen should do while the second is an obligation required for a citizen to do.
Citizens have the responsibility to select representatives that guard their interests for the goverment. On the other hand, registering in the Selective Service, which is a system that registers men between the ages of 18 and 25 to ensures that the United States will have the manpower available in the event of a military conflict, is a law. Within the 30 days after turning 18- years-old, every american male has to register in the SSS.
