Mass: If the object’s mass is changing, given a constant velocity, its momentum will proportionally change. For example, your car’s momentum is different with or without passengers when moving at a given speed.

Velocity: If the object is subject to changes in velocity due to acceleration/deceleration, its momentum will proportionally change as well. For instance, a free falling object of constant mass, gains momentum as long as it’s speeding up.
