The Great Compromise settled the issue of representation in Congress by declaring that each state, regardless of its size, would have an equal vote in the upper house of the legislature. This would satisfy supporters of the NJP. In the lower house, each state would have a number of representatives based on its population. This pleased those who supported the Virginia Plan. The delegates passed the Great Compromise.
