How is the lawmaking process at a local level different from the federal or state level government?

As we know, Federal law is created at a national level and applies to the whole country, while State law is different for each local government and they exist in parallel alongside each other.

-Federal lawmaking involves the passing of a Bill presented to Congress by a senator or representative and recquires the signature of the President in order to become law.

-On the other hand, for State law to take effect, it must be passed by State Legislature Courts and it only needs to be signed by the Governer of a particular State.
