In general, workers are seen as a necessary expense for business in order to achieve their goals since without their labors it is impossible for businesses to continue their operations.  (of course, how businesses treat their employees are fully optional). If the interests of the workers are not aligned with organizational objective, they effort that company do to fulfill those interests would be seen as unnecessary expenses
