The purpose of the Johnson-Reed Immigration Act of 1924 was to preserve the ideal of American "racial homogeneity".

The vast majority of American citizens and authorities at the time, held the perception that unless immigration was limited, the unemployment rates would rise and threaten their livelihood. Another crucial factor (perhaps even bigger than the latter, which in retrospect seems like a poor excuse) was of course, prominent xenophobia.

Hope this helps out!
