Certiorari is a contraction of the latin verb "certiorare" , that can be translated as certify ; As writ , from latin "breve" ,  is an order (documented) emitted by the administrative or judiciary power .

Writ of certiorari is normally the process in which a superior court sends the document requesting of an inferior jurisdiction the records of a particular case to be reviewed.  This process depends on the superior court, jurisdiction examining if there are enough elements - reasons- to do so.
