The Constitution provides that an amendment may be proposed either by the Congress with a two-thirds majority vote in both the House of Representatives and the Senate or by a constitutional convention called for by two-thirds of the State legislatures
Later, it was put into effect, or ratified, by representatives of the people of the first 13 states. ... Since 1787, changes have been made to the United States Constitution 27 times by amendments (changes). The first ten of these amendments are together called the Bill of Rights.
