Providing peace at home, in our country, is what is meant by the phrase, "to insure domestic tranquility."
Providing defense against outside enemies is covered by the phrase, "to provide for the common defense." The states of the United States join together with the common interest of defending themselves against any external threats or foes.
The Constitution itself would include provisions regarding how international treaties would be made, but that item is not a "goal" of the Constitution as listed in the Preamble. It would fit under the general heading of "providing for the common defense," since international treaties are aimed at "securing the blessings of liberty to ourselves and our posterity."
The Constitution of the United States did no replicate the Articles of Confederation. The Constitution was drafted because of weaknesses seen in those Articles, and set new foundations for the American government. The Constitution created a stronger federal government than was the case under the Articles of Confederation.
