"He has combined with others to subject us to a jurisdiction foreign to our constitution,  and unacknowledged by our laws; giving  his Assent to their Acts of pretended  Legislation."

This reveals that, after 1763, the king George passed laws of Parliament that many  colonists considered illegitimate, coercive, and punitive. This is why Jefferson writes “pretended  legislation”. The paragraph also alludes to the idea that the King created a new colonial Board of Trade, which is the reason why Jefferson expresses a  “jurisdiction foreign to our Constitution”. The Board of Trade enforced new trade  laws and taxes on the people.
