Answer:

The answer to the question: What do you think Bolivar meant when he said Spanish Americans were seduced by freedom? Would be: He meant that Hispanic America was not ready to deal with all that it meant to be completely free of colonial control from Spain.

Explanation:

It must be remembered that the United States gained its independence much earlier than all the other nations in the continent, including Brazil. In fact, the American Revolution, and the French Revolution of course, triggered a series of events in Latin America that led to the liberation of them. One vital person in the acquirement of this freedom, was Simón Bólivar, a guy from Venezuela who had to establish himself first in Europe, where he picked up the ideals of the French Revolution and came in contact with the ideals of the American Revolution, and later returned to be exiled to Colombia, where his revolution finally took shape. Once Bolívar and his rebels had finally managed to free: Venezuela, Colombia, Panama, Perú and Ecuador, and he helped also with the freedom of Argentina, and others, chaos on how these new nations were to be politically handled ensued. He had to face a lot of opposition, and a lot of rivalries from thinkers like him, especially in the Nueva Granada. At one point, he almost regretted having freed these nations from Spanish control, as he realized that Latin America, especially Nueva Granada, was not ready to deal with democracy.

Bolívar´s words were only a mirror of the truth. Latin America was not ready, there were too many people rivaling for power and control and in fact, it became evident that these nations were not ready to handle direct democracy, like they have it. It became bad for democracy because this chaos became responsible not only for Latin America´s lack of proper development, but also for a lot of the tyrannical movements that have been established in the continent today.
