Amendment 23 allows the citizens in Washington D.C to vote for presidents and vice presidents. Before this amendment, people who lived in Washington D.C couldn't vote unless they were registered with an actual state.
Without this amendment, not everyone could have had a say in our elections which wouldn't be fair to either side. :)
