Federal form of government.
The Bill of Rights pertains chiefly to the federal form of government. The residents of the United States were not defended by the states who can infringe on the civil liberties of the citizens. However, in 1868 the Fourteenth Amendment was ratified, in order to protect residents facing state transgressions of the rights and liberties which is guaranteed in the Constitution.
Large national republic or Federalist form of government is more likely to preserve personal liberties as they are formed within the common people and was largely supported by them. Also, they opposed the bill of rights and believed that personal freedom is being projected by the state and constitution.
