Ex: Crime INCREASED, because alcohol is still addictive. and alcohol addicts NEEDED alcohol. Due to the addictive nature of alcohol, they were forced by their own mind to go into black market dealing because they had alcohol, which also includes drugs. this exposed the common alcohol drunkie to drugs AS WELL. Drinking alcohol was now a reason to RUN FROM COPS. resulting in destruction from chases.
this did stop some people from drinking alcohol, but it massively increased crime. because something so simple was suddenly against the laws.
