The National Incident Management System has established two basic requirements for communications; interoperability and redundancy. Communications systems are interoperable, at least this what many jurisdictions believe in. However, when a wide range-scale disaster occurs, interoperability problems emerge. To determine interoperability, we should consider asking ourselves questions like, who needs to communicate and with whom. Making these determinations requires an in-depth, position-by-position analysis of the MAC System, from the Incident Command Post through the federal level of government.
