so he totally gave 60% out which remained 40% with him from the question it means that 9600 is the remaining percent he has which is 40%.
So we need to calculate which values 40% is equal to 9600
$\frac{40}{100} x = 9600$
$x = 9600 \div \frac{40}{100}$
$x = 9600 \times \frac{100}{40}$
so
$x = 24000$
since 40% of 24000 is 9600 it means he had 24000 in total/originally
