It is important for DNA to be duplicated before Mitosis as Mitosis is creating a duplicate daughter cell of the same parent cell by ending with cytokineses, splitting the cytoplasm and the replicated DNA. If the DNA is not duplicated, the new daughter cell would lack the DNA to perform it's duty.

It starts off as replication of the cell's chromosomes. Then segregation of the copied DNA, and splitting of the parent cell's cytoplasm. The outcome of binary fission (the complete opposite of fusion) is two new cells that are identical to the original cell. In contrast to prokaryotic cells, eukaryotic cells may divide by mitosis.
