This is a tough statement to justify. It is true that all parties do bring to the table their own agendas of economic growth and their own plans for expenditure, trade and job creation.
In that sense it is true that budget deficits might be caused by partisan ideology. However, there are many other factors that too come into play.
International trade, government priorities, lobbying groups, wars, climate and disasters and even government inefficiency can all contribute to budget deficits and might not have much to do with ideology.
