So first we're going to add up all the people. 
12 + 17 + 4 + 13 = 46

Now, we need to set up a proportion so that we can cross multiply and find the percentage. 

The number of people that had fish and chocolate pudding (eww) is 4.

solve for x
4 · 100 = 400
400/46 = 8.7
[tex] \frac{4}{46} \frac{8.7}{100} [/tex]

The answer is 8.7%

So we can ignore or cross off the people who had blueberry pie. If we include the blueberry pie people, then the answer will be incorrect. 

Add up the values in the "chocolate pudding" column:  4+13 = 17
So we have 17 people who had chocolate pudding. Out of these 17 people, 4 of them had fish as well. 

Divide the values 4 and 17
4/17 = 0.23529 approximately

Move the decimal point over 2 spots to convert to a percentage
0.23529 ---> 23.529%

Then round to one decimal place
23.529% ----> 23.5%

Answer: 23.5%
