The answer to that is B) Develop China into an industrial nation.
Chairman Mao wanted to compete with the world powers, so he set up the Great Leap Forward to have the Chinese nation develop steel. Most of the steel, though, was not usable, so this really just set China back, as they did not produce much agriculture during this time.
