The answer is choice A

There are 4 C 3 ways to pick three "9" cards
There are 4 C 2 ways to pick two "10" cards
So there are (4 C 3)*(4 C 2) ways to pick three "9" cards and two "10" cards to form a five card hand. 

This is out of 52 C 5 ways to select any five card hand without any restrictions. 

So all of this leads to (4 C 3)*(4 C 2) all over (52 C 5) which is what choice A is saying.
