Can some one please explain how to do this in the simplest way possible I’m struggling here

This is just a little hard to read. It looks like the 2/3 is raised to a power. It's really not given the choices of your answers. You treat the two powers as multiplication. So you would do it like this

$\dfrac{2}{3}*\dfrac{4}{1}$

Notice what you did to the 4. You put a 1 under it so that numerator can be multiplied by numerator and  denominator can be multiplied by denominator. 

$\dfrac{2*4}{3*1}$

The result is 8/3
