[tex]( {x}^{2} - x + 7) + (9 {x}^{2} + 6)[/tex]
First we work out the parenthesis, which is easy because we can just remove them.

[tex] {x}^{2} - x + 7 + 9 {x}^{2} + 6[/tex]
Now rearrange our expression (in order to collect terms later).

[tex] {x}^{2} + 9 {x}^{2} - x + 7 + 6[/tex]
Next up is collecting the terms.

[tex]10 {x}^{2} - x + 13[/tex]
The answer is B.
