voilà means more "that is"
a bit like "this" and "that"
You use voici to talk about something /someone which is going to be said, to arrive
you use voilà for something you just talked about
Voici ma sœur = here is my sister. (introduction)
voilà ce que j'avais à dire = That's what I had to say (conclusion)
