The correct answer is saying that the suitors were followers, not leaders.
While Odysseus was away from Ithaca for ten long years, many suitors came to his kingdom in order to try and marry his wife, Penelope, thinking that he is dead. She tried to keep them away and postpone her new marriage as long as possible, until Odysseus returned and wanted to kill all of them. However, Eurymachus stopped him.

Eurymachus tries to persuade Odysseus to spare the lives of the suitors by saying that the suitors were followers, not leaders.
