Vandiver had promised  to carry out the legislature's mandate if desegregation occurred in the state's school during his campaign for the gubernatorial position. Following the Supreme Court decision, he created the Sibley Commission, headed by Atlanta banker and civic leader John A. Sibley, to hold hearings and gather the opinion of the public on the issue.
