Ryan's appraisal is missing feedback and performance measures. An effective evaluation stresses on positive feedback that pinpoints the employee's strengths rather than simply rebuking him for poor performance. It also lacks an established set of standard performance measures to make it objective.
As Ryan's manager came only once or twice in his area of work, he can not evaluate the performance of Ryan, because he doesn't have enough knowledge about his performance.
So in Ryan's appraisal, the Performance Evaluation is missing.
And without evaluating the performance, managers cannot give feedback and thus can't write an appraisal with justice. They will only write it with their opinion about the person for whom he is writing it.
