It has always been difficult to fight music piracy. Several policies have been ineffective in both long term and short term approaches. Shutting down a website might reduce the availability of illegal content in the short term; however, because of the legal enforcement costs of pulling down a website, it is not possible for authorities to pull down all sites hosting illegal downloads.

To evaluate the long term effectiveness, it is highly recommended that we utilize intervention analyses. Intervention analysis allows for the dependent variable to be influenced by one or more exogenous variables.
