To find the surface area of a cylinder you use the equation

[tex]SA = 2 \pi rh+2 \pi r^{2} [/tex]

SA is surface area
r is radius
h is height

Put in the values you know

[tex]SA = 2 \pi 9 * 3 + 2 \pi 9^{2} [/tex]

Square the number

[tex]SA = 2 \pi 9 * 3 + 2 \pi 81 [/tex]

Times the 9 and 3

[tex]SA = 2 \pi 27 + 2 \pi 81[/tex]

Multiply the 2 and 27

[tex]SA = 54 \pi + 2 \pi 81[/tex]

Multiply the 2 and 81

[tex]SA = 54 \pi + 162 \pi[/tex]

Add

[tex]SA = 216 \pi[/tex]

The answer is [tex] 216 \pi [/tex]
